Resolved Question: Is there a drought in California?

I live in Lodi, CA which is in the San Joaquin Valley. Over the tenure of this winter, it has barely rained at ALL! I'm still watering my grass and plants everyday because it is always in the 50s and 60s during the day time. It has rained like literally 5 times out of the entire winter so far.
